Wasteland Changes

AA NSV changes are made to encourage getting some starter AA defense but without encouraging lazy abuse. I am aware of some other issues that need to be fixed that haven't been reported and I plan to get to them with the next update.

+ Changed it so indies can spawn on group members in desert spawn towns on Anizay

+ Added more vehicle spawns to Seyyedan

+ Removed old fixed supply points on Anizay

+ Added new randomized supply point system to Anizay, a max of 23 out of 30 will spawn around the map.

+ Other stuff done is prep-work for the next map that goes live on Wednesday.

+ AA M2 Emplacement spawns with magazines

+ AA NSV Emplacement spawns with 1 magazine in the gun and 1 for reloading.

+ Increased supply cost of AA NSV Emplacement
